Motorcycles
A two-wheeled motor vehicle, including motor vehicles with a trailer or sidecar.
Cars
A motor vehicle that is not:
- a motorcycle;
- a light commercial vehicle;
- a heavy commercial vehicle; or
- a long heavy commercial vehicle,
even if the motor vehicle is towing a trailer or caravan.
Light commercial vehicles (LCV)
Any two-axle rigid vehicle with a cab chassis construction, with a gross vehicle mass that is greater than 1.5 tonnes, but less than or equal to 4.5 tonnes excluding buses seating more than 12 people. These vehicles can include some utes, vans and small trucks.
In Victoria, your vehicle class applies whether the vehicle is used for personal or commercial use. This means you can have a light commercial vehicle even if your vehicle is used for personal use.
Heavy commercial vehicles (HCV)
Any motor vehicle that is:
- rigid with two axles and cab chassis construction and a gross vehicle mass greater than 4.5 tonnes;
- rigid with three or more axles and cab chassis construction and gross vehicle mass greater than 1.5 tonnes;
- articulated and has a cab chassis construction and gross vehicle mass greater than 1.5 tonnes; or
- any bus seating more than 12 people,
but does not include a Long Heavy Commercial Vehicle (see below).

Long heavy commercial vehicles (Long HCV)
Any motor vehicle that:
- meets any of the first four of the heavy commercial vehicle criteria (see above); and
- has a length equal to or greater than 26 metres.
Note: can be a vehicle or combination of vehicles such as trailers.
When you log in to the Linkt website, your vehicle class will still be HCV. However, if the HCV is 26m or longer at the time of travel on CityLink or West Gate Tunnel, we will classify that trip as a Long HCV.
Long HCV is a reference to the vehicle classification defined as “High Productivity Freight Vehicle” or “HPFV” under the WGT Project Agreement and CityLink Concession Deed.
